In response to interest from data center developers in eastern Iowa and Dubuque County, the City of Peosta enacted a temporary six-month moratorium on data center development. The goal is to prevent a facility the community is not prepared for, and to study the long-term impacts of these facilities on the City’s power grid, water supply, and residential neighborhoods. The moratorium allows the City to research impacts, best-practices, and ordinances from other communities to set the standards for possible data center development in Peosta.

At the June 23rd, 2026, City Council meeting, the City of Peosta passed a moratorium on data centers within the City of Peosta. The purpose of the moratorium is to prevent data center development in Peosta before the City’s ordinance is completed. The moratorium prohibits all data center development in Peosta until it is no longer in effect. The passed moratorium lasts for six months, with a current expiration date of December 20, 2026. However, the City Council may extend the moratorium or lift it early depending on how the City’s data center ordinance is progressing.

At the June 3rd, 2026 City Council Work Session, the Council decided to begin work on a data center ordinance for the City of Peosta. An ordinance is an addition or change to City law that will list the rules and regulations a data center must abide by if one is to be built in the City of Peosta. The purpose of the ordinance is to ensure a data center development in Peosta is a fit for the community and prioritizes the health, safety, and quality of life for Peosta residents.
