Investing in Peosta’s Future: Why Water & Sewer Rates Are Changing

Peosta is growing-and fast! As the fastest growing community in Dubuque County, we’re proud to be a place where families, businesses, and industries choose to live, work, and play. With that growth comes exciting opportunities, and important responsibilities.

To keep pace with our expanding neighborhoods, commercial developments, and industrial partners, the City of Peosta is making strategic infrastructure investments that will ensure reliable water and sewer service for years to come. These improvements come with a cost, and starting this year, residents will see gradual increases in water and sewer rates to support these essential upgrades.

What’s Changing?

Water Rates

  • Year 1: 10% increase
  • Year 2: 12% increase
  • Year 3: 15% increase

Sewer Rates

  • Year 1: 10% increase
  • Year 2: 5% increase
  • Year 3: 5% increase

These adjustments are designed to be phased in gradually, helping residents plan ahead while ensuring the city can responsibly fund critical infrastructure.  Rates will be updated on December 1, 2025, and on July 1 of subsequent years. As billing is in arrears, (billed the month after consumed), rates will apply to the month the billing is sent and due, not the month consumed. This ordinance shall be in effect after its final passage, approval and publication as provided by Iowa law.

Why Are Rates Increasing?

Over the past five years, Peosta has welcomed several new housing developments. While this growth is a sign of our community’s vitality, it has placed increasing demand on our existing water system, which currently relies on just two water towers and wells. To continue supporting residential, commercial, and industrial expansion, we must build a third water tower and well, that is an estimated $6 million project slated for completion in 2027.
